Analysis on Constraints of Heilongjiang State-owned Forest Tenure Reform Based on ISM

Heilongjiang Forestry Department of the local state-owned forest is under the jurisdiction of forestry department, and includes about 49.3% of the province´s total area. In order to adjust the unreasonable structure of forest ownership and change the traditional management model of forestry, Forestry Department of Heilongjiang Province in some counties (cities) and state-owned ranch and farm implement forest tenure reform in 2007. Pilot reform has achieved good results, but how to promote, how to full implementation of the reform of state-owned forest right out of the bottleneck is a current problems. In this paper, ISM method is used for the constraints of state-owned forest tenure reform and the internal structure and the causal relationship between the level of diagnosis, and also provide the basis for the reform of state-owned forest according to the full implementation.
