Based on the current characteristics of middle-small enterprise independent innovation alliance and characteristics of organization study and the main influencing factors of innovation alliance study performance, this research design the learning strategies of alliance and the policies and measures of government from the union and the government level to guarantee the successful implementation of organization study to innovative coalitions, provide help to rapidly promote the ability of independent innovation of middle-small enterprise.
