Abstract
This paper divides organizational flexibility into resource flexibility and competence flexibility, studies the theories of entrepreneurial orientation, organizational flexibility and technological innovation, constructs a conceptual model, and presents relevant hypotheses. On analyzing the effective sample data from 682 enterprises of different industries across 10 provinces and cities in China, the empirical results express that entrepreneurial orientation is positively related to competence flexibility, negatively resource flexibility, it is more appropriate for high competent flexible enterprise to undertake independent innovation and cooperative innovation, while it is more appropriate for high resource flexible enterprise to undertake independent innovation, not cooperative innovation. This reflects that entrepreneur-oriented enterprises tend to use competence flexibility, and to promote organizational flexibility is conducive to corporate technological innovation activities.
