Abstract :
Quasi-Public Project (QPP) is one of the Municipal Infrastructure Project (MIP) with special characteristics. It realizes its marketing goal by means of attracting the participation of private investors who have been stimulated by state subsidy and favorable policies upon Quasi-Public Project (QPP). In this paper, Financing Structure Optimized Model (FSOM) for Quasi-Public Municipal Infrastructure Project, in another word, multi-objection optimized model related to government, private investors and financial bodies, was designed to maximize the project value according to the character of Quasi-Public Municipal infrastructure project, in the mean time, by specific analysis of example calculation, the optimized pass through has been found regarding to financing structure of Quasi-Public Municipal Infrastructure Project, which provides theory guidance for financing decision to the quasi-public municipal infrastructure projects.
