Abstract :
A new rate control algorithm for H.264 based on histogram of difference is proposed in this paper to improve video distortion due to high motion or scene changes. In addition, a new frame level bits allocation method is proposed instead of equal allocation. Experimental results show that the proposed method have a better performance than the previous ones.
