Abstract :
China water service has been monopolized by the state enterprises in a long-term, in order that Chinese water industry has assumed in distinction between the functions of the government and those of enterprises. State enterprises have no competition, lack of motivation to improve business management and reduce costs, but they do not regard economic benefits as the core objective. The government monopoly management water supplies industry appears the low efficiency and the fund shortage, as well as the theoretical analysis result indicated that the Chinese water supplies industry must speed up carries on marketability reforming. Marketability reforming should also begin three aspects range from the business-regrouping, right-trusting of operating and government supervision. The formation is “the Trinity”. The reforming pattern would realize effectively increases the consumer benefit and the improve society welfare´s reforming goal.
