Abstract
The principles of construction and theory of measuring conversion of physical quantities using a single fractional rational measurement scale. For the first time, the example of measuring the frequency of radio signals (with unknown time access to signals) have demonstrated the possibility of practical improvement both accuracy and speed measurements at 100-1000. The prospects of use: Methodology of the new theory can be used anywhere where you need to increase simultaneously the parameter PRECISIONxSPEED MEASUREMENT of physical quantities (military technology and medicine (imaging, rapid analysis, ultrasound), nanotechnology).
