Abstract :
In the context of rapid industrialization and urbanization in China, improving energy-saving in constructions is of great significance for sustainable development of our economy and society. As a result of misleading understands on the driving forces and characteristics of energy saving, in the existing module of government management, the government carries overburden of regularization and promoting, while the enthusiasms of enterprises, as suppliers of energy-saving products, are not activated and functions of the public, as consumers of such products, are neglected. From the perspective of governance, the paper makes analysis on respective functions of enterprises, the government and the public to illustrate the capacity of the public in promoting energy saving, and based on which, to establish the coupling mechanism of driving forces of improving energy efficiency for buildings.
