Abstract :
Enterprises are the direct creators of social wealth, they are also the main users of resources and main manufacturers of environmental pollution. Now the contradiction between economic development and environmental resources is prominent day by day, green management has become the inevitable choice for the enterprises, even the society, to develop sustainably. Some enterprises have begun to strengthen the consciousness of social responsibility and implemented strategies of green management to produce green products, but as a complete unit, green management idea has not been popularized. The government occupies dominant position in political power and resource allocation, its intervention is the basic way to solve the problem of enterprises lack of motivation. The government may implement environmental regulations to impel the enterprises to carry out green innovation, it can also take incentive measures to encourage enterprises´ green innovation. Each way has its own stimulation effect and limited conditions. So a more scientific and reasonable consideration is to find the best joint of the two for the enterprises so as to achieve the green innovation orientation of environmental policies.
