Abstract :
In this paper, the 29 provinces´ energy consumption data for 1995-2007 were analyzed by super efficiency data envelopment analysis, malmquist index analysis and Tobit model analysis. The energy efficiency of each region was calculated, and the benchmark was achieved. The conclusion showed the eastern region´s average energy efficiency were higher than 100% in each year, and western region´s energy efficiency was lower than both eastern region and central region significantly. The super efficiency of Shanghai and Hainan were always higher than 100% so they are the benchmark areas. Then the changes of energy efficiency were analyzed. We got the principal influencing factors of energy efficiency, technical progress and energy price are two principal factors which affect energy efficiency. At last, some policy advices for improving energy efficiency were supported.
