Abstract
We consider joint rate-distortion (R-D) coding of multiple videos over multiple frames for transmission over a shared channel, where the videos may have different frame rates. We present a solution approach under channel rate and buffer size constraints. The approach is demonstrably suboptimal theoretically in several respects. Nevertheless, simulation results show a significant reduction in distortion compared to coding without such regard for the relative R-D characteristics of the multiple videos
