Abstract :
The selection of influencing factors and evaluation index often shows subjectivity and arbitrariness in evaluation of various complicated systems currently. This paper put forward BSPCEC methodology whose philosophy basis demonstrated its specific method and procedures and take the evaluation of equipment support capability as example to analyze the practical application of this methodology, proving that it not only has theoretical guidance, but also has practical operability.
