Abstract :
Favorable circumstances are vital for the development of enterprises in their earlier stage, which are not spontaneous but constructed by the government through regimentation innovation. The denotative meaning of creation environment, working as a public platform, includes all the political, economic and social factors playing impact on the enterprise origination, which works at forming a creative society by four functions, i. e., offering the star-ups encouragement, back-ups, service and protection in enterprise development. Based on the functions of creation environment, a corresponding evaluating index system of the entrepreneurship environment is advanced in the paper, including entrepreneurship related macroeconomic indicators, environmental indicators of entrepreneurship encouragement, support, service and protection, as well as the comprehensive performance indicators of the entrepreneurship environment. Some suggestions are also put forward in the Chinese perspectives of regimentation innovation for entrepreneurship.
