Abstract :
Small and medium-sized enterprises (SMEs) have been the foundation for economic development and have provided important contributions to job creation. Support for the SME sector is one of the major planks of government policy in Beijing. Practitioners are seeking to provide a supportive environment for growing ventures. The overall aim of the paper is to deepen the understanding of entrepreneurial policy environment in Beijing. This paper examines the current position of the SME sector in Beijing and develops an evaluation criteria system based on Lundstrom and Stevenson´s work for the comprehensive and qualitative analysis of the SME entrepreneurship policy environment. It also includes a critical assessment of the challenges that lay ahead of entrepreneurial policy implementation in Beijing. Policy and managerial implications are put forth at the conclusion of the research and they should be valuable to policy makers, entrepreneurs and managers.
