  • Abstract
    As the rapid development and wide application of science and technology, technological innovation has become not only one of the core ways to enhance the competitiveness of enterprises, but also one of the key means to improve public service level in public fields such as environmental protection, public infrastructure and public health. Obviously, there are not only enterprise technological innovation activities centering on the private goods but also public goods technological innovation activities which serve for the supply of public goods. There are significant differences between enterprise technological innovation and public goods technological innovation. However, the same as enterprise technological innovation, public goods technological innovation is also developed by the behavioral subjects under the motivation of certain motive mechanism. In this paper, the concept of public goods technological innovation is elaborated and the differences between public goods technological innovation and enterprise technological innovation are analyzed, then a brief review on the researches the predecessors have done about the motive mechanism of enterprise technological innovation is given and based on that, the motive factors of public goods technological innovation and its motive mechanism model is discussed. The construction of motive mechanism is of great significance to promote the smooth and effective development of public goods technological innovation, strengthen the capacity building of public goods technological innovation and advance the level of it and the standard of public service.
