Throughout the last century, successive governments have reacted to health and safety matters by issuing laws specific to a particular task, occupation or industry. These laws are in themselves quite detailed pieces of legislation and this has allowed many employers to successfully argue that the laws did not apply to their particular workplace or workforce on a number of occasions.
