Abstract :
Innovation capability plays an important role in the development of high-tech industry clusters. For the evaluation of innovation capability of industry clusters, many scholars often use analytic hierarchy process method and fuzzy comprehensive evaluation method. The two methods have a strong subjectivity. Compared with these two methods, data envelopment excludes a lot of subjective factors, with a strong objectivity, and it has been applied in many areas. In this paper, we use the method of data envelopment analysis, take the sample of national high-tech zones, collect the 2008 annual financial data, to analyze the innovation capability of high-tech industry clusters. On basis of the above analysis, we develop countermeasures for industry clusters of the national high-tech zones of Hebei province.
