Abstract
Perfect electromagnetic conductor (PEMC) is a recently introduced fundamental concept in electromagnetics and the study of metamaterials, which generalizes the well-understood PEC and PMC media. In this paper the character and properties of PEMC media are discussed in bulk and particulate form. A special emphasis is given to the conclusions that the advent of PEMC raises regarding the controversial question about the existence of non-reciprocal bi-isotropic media (so-called Tellegen media)
