According to the meanings of competitive power of innovation technology talents, it establishes the appraisement index system. By means of linear comprehensive appraisement, it has comprehensively evaluated the competitive power of innovation technology talents of thirty-one provinces all over our country, analyzed on the present state in the directions of talents input, talents output and environment construction and problems in details about competitive power of innovation technology talents in Hebei Province and the article gives the comprehensive appraisement.
