Abstract :
This paper describes a methodology for building ontology in the context of eGovernment and more precisely in the social care domain. We also present the objectives that this ontology must fulfill. The transformation of public services leads to the conception of new systems that will be used by civil servants in the future. Ontology will mainly be used for analyzing and giving answer to the requests made by civil servants on the interface of these systems. We consider at least two components included in such systems: a knowledge base where civil servants can store all types of documents and a semantic registry where are stored the semantic descriptions of Web services involved in public administration services. We also present the architecture of such a system interface, adjustable to the user. It must let the civil servant enter a question using natural language. The ontology serves during the analyze phase of the request and during the execution phase of the answer. We believe that the use of ontology could improve the quality of service that the civil servant in the public administration may offer
