With the economic development and technological advances, Small and Medium Industrial Enterprises (SMIEs) technological innovation ability evaluation causes more attention. This paper sets up SMIEs technological innovation ability evaluation index system in Hebei Province, and according to the linear integrated approach, the status of technological innovation capability in 2006 is analyzed. The results show that SMIEs in Hebei Province are overall weak in technological innovation capability; especially small-scale industrial enterprises in technological innovation capability are weaker. Therefore, in order to enhance technological innovation capability of SMIEs in Hebei Province, three aspects of government, society and business are needed to the establishment of SMIEs to enhance technological innovation protection mechanism.
