Abstract :
Summary form only given, as follows. Making decisions in high cost enterprises with a slow return, demands intensive information, multidisciplinarity and modelling. The design and implementation of software systems to support national development belongs to this class of problem in which some issues are considered: to gather in a usable manner all the information necessary and which, in general, is scattered and not organized; model dependent undertakings with regards to production processes, where those responses tend to be consumers dealing with unmanageable dimensions from computational points of view in the pursuit of generalization; equate and solve the problem of multidisciplinarity for enterprise development and integration. Although there are some initiatives to implant infrastructure for information highways, little effort has been made in coping with the problem of understanding the information value-add chain and how the chain structure and behaviour affect software systems production activities. The paper discusses those related problems and addresses an alternative solution process in Brazil
