Abstract :
In this paper, a new fair and efficient electronic lottery (e-lottery) scheme is proposed. It utilizes a delaying function based on hash collision to generate the winning result of lottery, and to assure anonymity of lottery purchasers and to enable purchasers to participate in the generation of the winning result and verify the result. Meanwhile, a multi-level hash chain is used in the design of the scheme to reduce the computation for verifying the winning result. Only secure oneway hash functions are used in purchaser side, the computation and communication cost is low. The scheme proposed is suitable for lottery systems with many mobile users.
