Abstract :
Summary form only given, as follows. No matter the number of regional transmission organisations (RTOs) in the USA (unless the number is one), seams between RTOs will be present and must be managed. Seam management consists of a full spectrum of items that include such mundane things as the basic exchange of operating type data to more policy related things such as common business practices. Seams management between RTOs should be cooperative in nature with a legal/regulatory backstop.
