Abstract
This paper proposes a method to determine when to start-up and shut-down generating units in a power system considering hourly and system emission limit. A joint economic and emission dispatch is proposed in order to get a significant compromise between costs and emission such that real power supply-demand equilibrium is satisfied. In order to have a meaningful compromise between costs and emission in the problem formulation, two variables are introduced, weighting and scaling factors. A case study comprising of an 11-units power system is employed, where the test results for the best cost commitment and the best emission commitment with different value of weighting factor and a scaling factor indicate effectiveness of proposed method.
