Abstract
Small-signal stability, often in the form of low frequency oscillations, has been found to be the limiting factor when determining power transfer capabilities in a number of power systems. This paper proposes a strategy to increase power transfer limits by appropriately dispatching generators based on sensitivity analysis. It is shown that, using this strategy, significantly higher power transfers can be made without sacrificing small signal security and without the help of the conventional damping controls.
