  • Abstract
When the difference between peak load and valley load becomes bigger, the electric power source planning must find ways to solve the problem of adjust-peak. This paper proposed an planning model which can be used to plan the making up of the electric power source. The model aims at the highest reliability of system state changing when generator units change their output to meet load fluctuation. The paper proposed the concept of generating changing state probability first. Under the basis of the concept, reliability of system state changing is defined and the model is built. Aiming at the biggest reliability of system state changing, the model can be used to choose the system planning project which can make the system running in the highest reliability when output of generator units are changed to keep up with the speed of load. The model can be also used when unit commitment is needed. A one day load curve is used as the typical load curve to choose the planning project. In the example unit commitment is also be planed. It is testified that the model is feasible and effective.
