Abstract
This paper describes development of a steering strategy that is intended for improving the stability of UTC(KRIS). The resultant time scale is realized by steering an active H-maser via carrier-phase (CP) GPS time transfer. Emphasis is placed on the fact that a real-time GPS CP time transfer is utilized to compute the time difference between the time scale and GPS time. The Kalman estimator is utilized to form a Linear Quadratic Gaussian (LQG) controller. The relative performance assessment is conducted in terms of the frequency predictability and time instability by comparing against the current time scale of UTC(KRIS).
