Abstract
With the rapid economic development, the inequality between water resource and other economic factors become increasingly prominent. Based on the Gini coefficient, three indexes, including the "water - economic" Gini coefficient between water resources and population, irrigation area and GDP respectively, are adopted to built a loop iteration model for the optimal allocation of water resources. And the calculation and analysis for the Chang-Ji Urban agglomeration are conducted. The calculation result shows that the "water - economic" Gini coefficient after the optimal allocation of water resources shows correspondingly high match than before extremely unmatched relationship.
