Abstract :
After introducing the current risk assessment systems of bulk chemical tanker, there is an analysis of the advantages and disadvantages of the current safety assessment systems. By using of open frame of discernment theory, which is highly related with dempster-shafer evidence theory, the result from open frame safety assessment systems could be calculated. The reason why the result is distinguished from fusion basing on dempster-shafer evidence theory is that open frame of discernment theory could deal with frame of discernment beyond people´s current knowledge.
