Abstract :
Using the theory of large deviations, the authors consider the effect of rate control on the large buffer asymptotics of bursty arrival streams entering a communication network. They determine the “effective bandwidth” of the output stream from a rate control throttle, and propose the idea of a self-tuning rate throttle which estimates the “optimal” token or release rate in terms of minimizing the output´s effective bandwidth subject to a loss or delay constraint
