Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

With the enlarged undergraduates´ enrollment, their employment is becoming a serious issue. It causes some high school graduates to give up the chance go to colleges and universities to lower their personal educational investment risks (PEIR). PEIR was analyzed from three aspects: the risk to choose wrong majors, the risk of not getting a job after graduation, and the risk to study at higher educational institutions with poor quality. A Model of Network Information Library (NIL) was proposed. The importance of NIL was discussed and the method to build NIL was provided.
