Abstract
Attributing the frequent occurrences of major safety accidents in Chinese social and engineering system to related the moral deficiency of concerned persons responsible and to expect problem solving by replacing all levels of leaders is an attempt to reduce non-systematic risks to solve the problem of systematic risks, which may plunge the safety supervision system into a mire of ldquosuperficial treatmentrdquo. At present the fatal weaknesses in Chinese safety supervision and regulation system is ldquoinformation asymmetryrdquo universally existing on the chain link, whose widespread existence is caused by the fatal defects of China safety supervision and regulation system. The fatal defects in institutional arrangements of the supervision domain lead to mutual incompetence of micro-management and macro-management, which are the basic reason accounting for the frequent occurrences of major safety accidents in Chinese social and engineering system. Therefore it is necessary to clear the signal transmission channel so as to solve the ldquoinformation asymmetryrdquo problem through reasonable institutional arrangements and supervision pattern reforming, thus reducing the occurrences of major safety accidents.
