Abstract
The mass emergency is an important factor which influents the social stabilization and public security. The nature of it is a kind of articulation of interests. Preventing and dealing with the mass emergency are equally important. To response the mass emergency fast and efficiently, building an emergency management system is necessary. This paper expounds the evolutionary process of mass emergency and the relation between the mass emergency and emergency management. The framework of emergency management system of mass emergency and functions of preplan in the emergency management system are brought forward on the analysis of the preplan´s supporting roles to mass emergency. The construction of preplan system is a key work of the emergency management system and must be perfect the case base, the preplan base and the preplan learning subsystem which should be built on the base of social cognition theory and use computer technology, information technology and artificial intelligence.
