Abstract
Within the European Union´s (EU)´s Dedicated Road Infrastructure for Vehicle Safety in Europe (DRIVE II) program, a large number of ongoing research projects have concentrated on the technical issues of designing RTI systems. As these systems move out of the laboratory and into a commercial environment, commercial concerns, that were for the most part suppressed during the R & D phase, will begin to play a larger role in RTI systems. The paper puts forward one possible commercial architecture, based on a pilot system, that puts at its centre the “needs” of the future RTI subscriber and future RTI service operator. It ends by widening the debate, identifying a formally instituted MoU (memorandum of understanding) as a forum in which commercial considerations and technical issues are reconciled
