Scheduling active and passive measurements [tracking systems]

Abstract :
Many tracking systems involve basically active and passive subsystems. If it can be reasonably assumed that passive measurements have no "cost", this is not true for active measurements. So, a general problem is to schedule active measurements so as to combine them optimally with the passive ones. More generally, we are interested in optimising controls in the estimation procedure.
