In order to help transform, modernize, and encourage innovation for SMEs, the government provides many coach systems, such as start-up and incubation system, to support them to expand the market opportunities and enhance their competitiveness. Here we employ Delphi process to converge 27 critical indicators with respect to three key-link stages for evaluation. We also utilize correspondence analysis to exploring the implementation of coach programs and conduct some meaningful suggestions of the policy direction from these empirical cases.
