With the rapid increase on enrollment, advances in information technology and changes in social requirements, it is more and more difficult for the original management system, educational environments, teaching methods, and assessment system in higher education to adapt to the needs in computer teaching. Introducing flexible education to computer teaching is to create an open, flexible and distributed educational system. After studying flexible education´s connotation and features, the model of double levels dimension is given, which includes each dimension´s meaning, characteristic, operator, influence scope, change ranges and measurement standard as well as relationships among dimensions. Meanwhile, according to each dimension´s different difficulty level in flexibility change, flexible education´s application paradigm is developed in different levels.
