Abstract
The authors present a simulator that generates a deterministic ocean surface according to a given bidimensional power spectrum with a one square meter resolution to compute the corresponding altimeter waveform by applying the radar equation to each point of this surface. This simulator is validated by comparing the estimated surface parameters to initial ones using a maximum likelihood estimator
