In order to systematically study the relationship between scattered risk factors and overall risk of power coal supply chain system, risk element transmission Petri net (for short, RPN) system was constructed to analyze and control the risk elements´ transmission and influence on the entire power coal supply chain. In this paper, some basic definitions of risk element and transmission function were put forward and RPN system was brought up. The steps of modeling RPN system was described and the risk element transmission algorithm in RPN system was given. In the case of this article, a thermal power plant´s coal inventory impacted by risk elements in supply chain was studied and a RPN system was constructed to analyze these risk elements´ transmission.
