  • Abstract
Some character patterns of mobile station, such as conversation time and call times, obey the Pareto distribution. Based on this point, this paper proposes a pre-anticipated handover scheme to optimize the services for the dominant minority correspondent nodes, to offer better real-time applications and better QoS of TCP connections and to moderate package latency, especially in call initialization and handover processes. The scheme keeps dominant minority in the VIP address book and informs them of context messages on the handover, AAA, QoS, etc., before anticipated handover (so called address book informing scheme, or ABI), triggered by entering the border of cell. In case of signaling overflows, ERT-VR in IEEE 802.16e is introduced to forward the context messages, since IEEE 802.16e offers five QoS guarantees from the MAC layer. Performance simulations of the scheme show that delay and packet losses are reduced during call initialization and handover processes, and resource possession of RSVP are mitigated
