Abstract
In this paper, we present a hybrid no-reference video quality metric. The proposed metric blindly estimates the quality of videos degraded by compression and transmission artifacts. The metric is composed by two no-reference artifact metrics that estimate the strength of blockiness and blurriness artifacts. A combination model is used to add the packet loss rate information to the quality estimate and eliminate the disturbance in the artifact metric values caused by the packet losses.
