Abstract :
A mathematical formulation is proposed for the optimization of telephone networks in developing nations. Based on a set of criteria, an appropriate network optimization formulation is developed. The formulation aims at optimizing the mean blocking probability of telephone networks subject to a cost constraint, taking into account the effects of repeated call attempts. A small network is used to illustrate the application of the proposed formulations
