Abstract
Transmission congestion cost represents the costs associated with re-dispatching of schedules to avoid transmission line limit constraints violations. Re-dispatching of units cause the increase of total generation cost. The increase of cost for congestion alleviation required to be born by lines or loads responsible for it. This paper is an effort to rationalize and systematize the procedures for calculation of transmission congestion cost, based on security constrained optimal power flow. Subsequently, total congestion cost is distributed among the congested lines. Proposed method assumes that initial base case network solution, which is input to optimal power flow, is determined by the state estimator from the real time measurements of SCADA.
