Abstract :
This paper analyzes the national forest right reform process of the problems, and reveals that the uneven distribution of interests of all forest owners involved in the process of reform is the root for preventing the reform process. We try to apply game theory to study the game behaviors of all forest owners in the process of national forest right reform. Based on the game theory, the ultimatum game was introduced in the current study. The aim of the present study is to propose the optimum solutions on the viewpoints of income distribution between nation and forestry enterprises, thus promoting the process of national forest right reform. With the reforming of the forest right more thoroughly, the game basing on consideration mode to balance the interests of all forest owners is through the whole game process, and when the all parties including nation, forestry enterprises and employees gained the relative most interests, respectively, the game equilibrium could be reached. At the same time, the system of forest is the most effective on this equilibrium point. In this reform process, as the proposer and the most important administrator, the nation should fully consider the interest of the forest enterprises.
