Along with the 21st century pace of global economic accelerating, the prompting effect of the port and shipping industry on economic society is becoming more and more obvious. Questions are widely concerned that whether the input and output of the two systems are coordinated, whether the impact of the input is evident. Aiming at the questions above, based on Liaoning province regional economy as the research scope, this article selects the port and shipping system and economic society system between the years 1996 and 2008 as the Decision Making Units and adopts the DEA model to analysis the data of the input and output of the two systems. The result shows that harmonious level of the two systems is fluctuated, only in 2003 which are relatively valid. Hence the government should be responsible for coordinating with relevant departments to ensure the effective running of the two systems.
