Abstract :
A performance-based evaluation (PBE) method is described that has been successfully applied to evaluations of nuclear power plant programs. This PBE method entails: up-front, detailed planning that establishes a clear definition of scope, objectives, and criteria to be used in the evaluation; a review plan that assigns specific responsibilities to each evaluator; team analysis, conducted concurrently with review activities, for efficiently consolidating observed facts into significant issues; frequent briefing of managers in areas affected by evolving issues to facilitate acceptance of the ultimate review findings; action plans to resolve these findings that are formulated by the organizations responsible for corrective actions; and review of these plans by the authorizing manager to provide feedback to assist managers in program improvement
