Abstract
A comprehensive evaluation index system with a complex structure and an uneven index distribution is presented according to the characteristics of railway emergency plans. In view of the impacts and errors induced by the features of the comprehensive evaluation index system with the traditional analytic hierarchy process (AHP) method, the Improved AHP method is brought forward. The hierarchical structure of index is improved, and the G1 method is introduced to calculate the weighted value of index. Compared with the traditional AHP method, the new method is more accurate in evaluating railway emergency plans. The new method is validated by the emergency plans of the Qinghai-Tibet Railway in China, and its application scopes in other fields are pointed out.
