            Abstract : 
The paper applies an evolutionary perspective to the study of clusters by analyzing the interrelated develop process of entrepreneurs and industry cluster transformation. It argues how the exogenous and endogenous forces of high-tech industry in which an entrepreneur lives and works has a fundamental impact upon their ability to recognize and exploit opportunities, correspondingly, this paper also explores the entrepreneur´s venture creation process in high-technology industry cluster, demonstrated the co-existence of high levels of both internal and external linkages of a local entrepreneur can greatly affect entrepreneur development and the possibility for the cluster to undertake the transformation. Across this phase the paper identifies some key factors whose presence affected this promoting process.
