Abstract :
The security and stability which is brought by the flooding disasters in a particular geographical environment of a city is studied in this paper, and than the city flooded model and evacuation model is proposed. For the flooded mainly considerations: rainfall, ground seepage, water evaporation, the dam spillway, and the hydrological model are established and the city flooded model is described by using volume method. For the evacuation model, the safety point is found in urban areas and considering the number of important national assets, hospitals and schools give the priority of vulnerable, and then the time and pass of two-object optimization model is proposed. Finally, ArcGIS+.NET platform is used for simulation of a particular situation. From the simulation results can be seen, the simulation results are very close to reality. The basis can be provided by the simulation for government in the face of public safety which is caused by flood and other natural disasters.
